California Governor's Office of Emergency Services' Planning and Preparedness Division, Statewide Continuity Programs has coordinated the opportunity to participate in this regional delivery of MGT 310 Jurisdictional Threat and Hazard and Risk Assessment (THIRA) course.  The MGT 310 is open to local, tribal government, and state and federal agencies to familiarize planners with the THIRA process and providing communities with the tools necessary to develop and maintain comprehensive Regional Response Plans. The full course is in compliance with the National Incident Management System (NIMS) all hazard planning and supports FEMA’s Continuity Guidance Circular 1 (CGC1) Risk Management Principles.

This planning/management level course prepares participants to conduct a Jurisdictional THIRA and provides the skills to reduce/mitigate identified vulnerabilities through accepted emergency management standards. The course delivery methodology consists of lectures, threat scenarios, small group discussions, and multimedia presentations.
